So what I ended up going with was using an ABS slurry which is basically pieces of ABS plastic mixed with acetone. This creates a liquid that can be easily sprayed on and will harden into a solid plastic coating.

I’ve had to use a sledgehammer to break into some of them for work, and it usually takes multiple direct strikes before they actually crack. Even then, you’re going to rip your hand to shreds trying to get inside. Also, this is being done while the box is on the ground, not on the roof rack.
